How the latest observation is selected

For nonblank References, the newer source-file modified timestamp wins; filename descending breaks cross-file ties. Blank References are retained individually. Multiple identical References in one file are flagged as ambiguous rather than silently selected. File timestamps can change when exports are copied or unzipped.

Not implemented: Excel/XLSM ingestion, persistent import batches, approval, historical uploads, FX matching, commercial matching, Power BI refresh or authentication. These need their own reviewed phases.
